no, dont suppose it's designed for kittys.. but you can poke things with the snorkel and use the goggles as a water dish?
or hunt tuna daemons with them.. sure...

I'm Saffi, the kitty steam train and *I* got the first collar... making me the official kitty thing of the harem.... course you can be my underling since you're so cute...
but don't think i'll let you replace me! oh no! i've got my eye on you! tho you're probably much bigger and stronger than me i can still hold my own..
sure they say good things come in small packages
